It is my great privilege to become Chairman of PHS MoU Group since I came on board at 22nd
General Meeting in Chengdu in September 2007. Let me introduce a little bit about PHS.
PHS was born in Japan in 1995 as a next-generation digital cordless phone system at that time. The
system realized the use of cordless phone outdoors. It also realized seamless communication which
can be performed within one terminal, as well as among terminals, not only for use at home and in
office, but for outdoor use as a mobile phone.
In addition, PHS made the affordable FWA (Fixed Wireless Access)/WLL (Wireless Local Loop) a
perfect choice for telecom infrastructures for rural area. PHS also attracted attention from
multimedia system by making use of its feature of high-speed data transmission. PHS MoU Group
is an organization that was founded in 1996 to promote PHS, which is based on micro cell system
internationally.
Currently, 100-million users are enjoying PHS service in the world and PHS subscribers in China
alone take about 90% of PHS users worldwide. The remarkable success of PHS in China is helping
PHS to attract attentions from other developing countries. We are looking forward to sharing PHS
benefits with more people and societies by promoting technically matured current PHS, as well as
by improving PHS technologies to make the service more affordable, more versatile, and easier for
introduction and expansion.
In Japan, Using PHS as a wireless data communication method for Laptop PC and handy telecom
devices has dramatically increased. The PHS enhanced for data access is named as Advanced PHS.
Series of handset models corresponding to Advanced PHS have realized wonderful features with
transmission speed of up to 800 kbps. Series of base stations corresponding to Advanced PHS has
reached the coverage of 5km in radius.
Based on these achievement made for A-PHS system, the capacity of data communication expands,
the speed of data communication accelerates to over 10Mbps, various sophisticated additional
functions are developed and more compatible equipment are adopted in constructing a PHS network.
There is still a further developed PHS system, which is tentatively called the Next-Generation PHS
system. This system, as an innovated new PHS system, will be given a new official name soon. This
Next-generation PHS system, together with other micro-cell systems is believed to be able to bring
the real broadband wireless environment to the world.
PHS MoU Group will pursue our goal to expand PHS technologies worldwide by working together
with enterprises and relevant government offices. We hope that eventually, the convenience and
associated benefits of PHS system would be known, accepted and enjoyed by the entire world.

Short Biography
Yuji Inoue was born in 1948 in Fukuoka, Japan. He received the B.E., M.E. and Ph. D degrees from Kyushu University, Fukuoka, Japan, in 1971, 1973 and 1986, respectively, and was made an Honorary Professor of the Mongolian Technical University in 1999.
He joined NTT Laboratories in 1973. He was first engaged in the development of digital network equipment and systems, and then in the standardization of ISDN (Integrated Services Digital Network), SDH (Synchronous Digital Hierarchy) etc in ITU-T. In 1997, he joined global business incubation activities when NTT was de-regulated to international business. He joined NTT Data Corporation to head its R&D in 1999 and became its board member in 2000. He moved to NTT shareholding company as its board member to manage NTT group’s R&D with 6000 researchers and engineers.
In 2006, he was the candidate for the Director of ITU-T. Based on this experience, he joined TTC, The Telecommunication Technology Committee, in 2007.
He is the President and CEO of TTC. He is a fellow of IEICE and IEEE. He wrote and edited many technical books.
