Inaugural Address by Mr. Nobuhiro Horisaki, New Chairman of the PHS MoU Group

Dear readers of the newsletter and members of the PHS MoU Group, it is my great honor to have been elected the Chairman of the PHS MoU Group. I have participated in the activities of the Group as a member, however; in assuming this position, I now realize the significance of my new responsibility. I also serve as the Executive Managing Director of the Telecommunication Technology Committee (TTC), a Japanese standardization organization which mainly deals with telecommunications networks. Whereas the Association of Radio Industries and Businesses (ARIB) is in charge of the PHS Air Interface standardization, TTC is in charge of the standardization of the Cell Station (CS)-Switch Interfaces and other items on the network side. The two organizations have been working jointly on PHS standardization. I am very glad that the PHS standards have been introduced to many countries through efforts of the PHS MoU Group, resulting in PHS adoption in about 40 countries today (some are still in the planning stage). As PHS has now been adopted internationally, the importance of the PHS MoU Group activities has also increased significantly, for instance in the preparation of international specifications for such supplementary services as Short Messaging Service or in further enhancement of the PHS technologies. Though some difficulties are expected ahead, I am convinced that all possible efforts will be made in order to promote PHS's diffusion further. Thus, I would like to ask you, the Group members, for your full cooperation in performing my duties. Finally, I would like to express my sincere thanks toward Dr. Murakami, who has devoted himself to the Chairman's duties during his two-year term.

I am very thankful to all PHS MoU Group members and proud of myself that I have successfully filled my two-year term as the Chairman of the PHS MoU Group, which has the mission of introducing PHS technology and promoting its diffusion worldwide. It is not an easy task to make new technology accepted and used by people around the world. This is because respective countries take different approaches in adopting new technology, depending on their unique communications business environment, viewpoints and so forth. It is therefore very important for us to be fully aware of such background and to take different approaches to meet particular needs of each country when promoting PHS introduction and diffusion. I very much hope that all PHS MoU Group members will make further efforts to win a good reputation with their voluntary and impressive activities. PHS application is expanding further in a promising manner to multimedia services as well, by utilizing PHS's high-speed data communications capabilities. Please try to bring in more new members and keep going forward, while paying close attention to ever-changing needs. In concluding this address, I would like to extend my immense thanks to all members of the PHS MoU Group for their cooperation during my term, and my sincere wish for further prosperity of the PHS MoU Group. I also very much hope that my successor, Mr. Horisaki, will serve a successful term as the new Chairman of this Group.
