The 15th PHS MoU Group General Meeting held in Macau

The 15th General Meeting of the PHS MoU Group and the seminar were held on January 15, 2003 at Macau Tower Convention & Entertainment Centre.

Mr. Hishinuma, the consul of Consulate-General of Japan in Hong Kong, was invited as a guest and approximately 60 participants including the representatives of each MoU member from four countries joined for the further growth of the PHS industry.

A whole Scene of the General Meeting
It is my greatest pleasure in declaring the opening of this 15th PHS MoU Group biannual General Meeting in Macau. I would particularly like to welcome many delegates who have come here from many countries and regions to join the discussions. Now, there are 54 members from various countries, and the total number of subscribers has exceeded 20 million. This is a very remarkable progress. It is my sincere wish that our discussions today and our trip to Shenzhen will be very fruitful so that your exchange of information as well as experiences will contribute greatly to the international expansion of the PHS deployment which we all earnestly wish for.

As you may be well aware, PHS continues to grow quite rapidly. Yesterday I happened to read an article of some Chinese newspaper on my ferry ride from Hong Kong to Macau.

It said that, "According to UTStarcom, the "Xiaolingtong (PHS)" contracts in the first 10 days of 2003 equal to one-third of all contracts of 2002.The MII (Ministry of Information Industry)'s delay in issuing 3G licenses further force to grow "Xiaolingtong" in China. Now "Xiaolingtong" services cover more than 300 cities, or about 70% of the provincial capitals in China.".

There's a forecast that the PHS subscribers will be 90 million by 2007 which is seven times larger than the current one. This must be a great opportunity for the PHS MoU Group members and PHS has a tremendous future.

We can share such opportunity and expect both operators and providers to achieve a great success.

I am so honorable to make a short representation of our Corporation for our honorable guests.

ZTE Corporation is China's largest listed telecommunications equipment manufacturer specializing in providing customized network solutions for telecom carriers worldwide. The company develops and manufactures telecommunications equipment for fixed, mobile, data and optical networks, intelligent networks and next generation networks.

ZTE has been listed on the Shenzhen Stock Exchange since 1997. With 14 billion RMB (US$1.69 billion) in contracted revenue in 2001, ZTE continues its rapid growth and development in 2002.
Over 10% of ZTE revenue annually is dedicated to the R&D aimed at enhancing product quality, reducing cost, achieving higher sales and thus increasing return on investment. Almost half of all ZTE personnel are involved in R&D, and ZTE currently owns some 700 patents, with more than 87% of these being original innovations.

The Discussion

At the beginning of the discussion, Mr. Sean Sugiura, Secretary-General of the PHS MoU Group, introduced the MoU Chairperson, the MoU Vice Chairpersons and each WG (Working Group) Chairperson.

An approval of the 14th General Meeting's minutes was followed by an introduction of the following eight new Signatory Members who were all approved unanimously.

After that, activity reports and plans of both entire MoU and each WG were presented. Summary of those are as follows.

  • PHS MoU Group Activity Report
      Secretary-General reported "The launch of the PHS MoU News mail-magazine", "An arrangement for the Steering Committee" and "The results of the Operators Committee held in the morning of January 15th, 2003" as a customary.
  • Technical WG:
      TWG Chairperson Mr. Kashiwamura reported that Dr. Ahtos Kasapi of ArrayComm, Inc. was elected as the Vice Chairperson of the TWG. "PHS ID Assignment Procedure" is currently being reviewed.
  • Promotion WG:
      PWG Chairperson Mr. Fumio Uno reported that the PWG mainly performed "Continuous publication of the PHS MoU News", "Completion of shifting the news media from paper to e-mail or mail-magazine on the website" and "Making effort to improve the website more user-friendly" in the past half year.

      As for PWG's semiannual action plan, a continuous publication of the PHS MoU News and mail-magazine, a further improvement of the website and consideration of participating in the exhibition for some PHS system promotion activities requested by the last Steering Committee were explained.

      Further, it was reported that Ms. Hiroko Koike of ArrayComm, Inc. was elected as the Chairperson of the SWG4 (Website).
