The 17th PHS MoU Group General Meeting in Dalian, China


     The 17th PHS MoU Group General Meeting & Seminar was held in Dalian, China at Ramada Hotel for a period from September 14 (Tue.) to 16 (Thu.), 2004. The meeting was quite successful with approximately 100 participants from six countries and region, China, Japan, Taiwan, Vietnam, Thailand and Singapore.

  Each Working Group and Committee Meetings (September 14 (Tue.))  

Business Working Group (BWG)
     BWG Chairperson Mr. Satoh explained BWG's activities after previous General Meeting in Sapporo, Japan and the future activity plan.
     It was reported that Mr. Ted Dean of BDA China was elected Vice-Chairperson at the June BWG meeting in Xiamen. Chairperson requested for a positive participation in the BWG.
     As for BWG's activities in the first half of 2004, the June BWG meeting in Xiamen, PHS MoU Group Indian Chapter establishment in July and especially, joint establishment of the conference on the Chinese PHS standardization with TWG etc. were reported.
     As for the activity plan for the latter half of 2004, PHS MoU Group Indian Chapter's kick-off meeting, promotion of the PHS to the Southeast Asian countries such as Bangladesh, Myanmar etc., continuous cooperation with the TWG etc. were given.


Promotion Working Group (PWG)
     PWG Chairperson Mr. Nishio and Vice-Chairperson Mr. Akatsuka explained PWG's activities after previous General Meeting in Sapporo, Japan and the future activity plan.

ESWG2 (PHS MoU Newsletter) :
Newsletter has been released bimonthly and the latest issue is No.52. An Email Magazine's circulation has increased to approx. 1,300 now.

ESWG3 (PHS Guidebook) :
Based on the request made at the previous General Meeting in Sapporo, Japan, dormant WG's activities were resumed from scratch (member recruitment) and restarted the revising work of the "PHS Guidebook"version 2. An editorial work has been completed in June, 2004 and the version 3 was posted on the website and published as well.
ESWG4 (Website & Press Release) :
PHS related news etc. have been updated by the MoU Secretariat.

As for the reorganization of SWG, former SWG2 and SWG4 are to be combined to a new SWG2 and its members are now being recruited. New SWG2 will especially take charge of the website renewal and Chinese page creation in addition to the Newsletter release.

ESWG3 (PHS Guidebook) :
A Chinese version of the "PHS Guidebook"is now being planned for publication.

OperatorsECommittee
     Chairperson Dr. Hann-Bin Chuang presided the meeting.
     Operator's Committee originally aims to share operatorsEside various issues, experiences etc. At the previous PHS MoU General Meeting in Sapporo, Japan, a plan of making operator's guidebook to be of new entry and inexperienced PHS operatorsEhelp was proposed, however, it's still not on track unfortunately. Its expected contents are spectrum, basic conditions of the existing fixed line and PBX (Private Exchange Box), comparison with other mobile telephones, how to install the Cell Stations (CSs), network optimization, network quality management, network renewal for the new services etc. A request for cooperation of making a proposal if there are any other issues to be taken up was made.
     Further, items to be watched as operators would be a seamless handover, the PHS dual-mode handsets with other mobile telephones (GSM, CDMA) or Wireless LAN/WiFi, etc. The necessity of network system's side standardization (like the GSM) was proposed by a member.


Technical Working Group (TWG)
     Because of the Chairperson Mr. Chika's absence, Vice-Chairperson Mr. Fujii presided the meeting.Each Ad-hoc group's activity was reported as follows. Ad-hoc 1 - 5 were approved to be set up at the previous PHS MoU General Meeting in Sapporo, Japan and have been active after that.

Ad-hoc 1 : Packet Communication
In Japan, DDI POCKET, Inc. (DDI POCKET) is providing a packet communication service by the PHS and the TI (Technical Information) has been drawn up based on DDI POCKET's specifications.

Ad-hoc 2 : Internet Browser
This Ad-hoc is being chaired by ACCESS CO., LTD. The specifications have been suspended still at the draft level and further discussions with the Chinese operator are needed for completion.

Ad-hoc 3 : Wake on Ring
This Ad-hoc is being chaired by AICON Inc. This feature is to resume the suspended PDA (Personal Data Assistant) or PC with the PHS terminal (card type) by UUI (User User Information) message from the server.

Ad-hoc 4 : SMS(Short Message Service)
There already exists a unified SMS standard in China, however, it's not been disclosed yet though requested to the Chinese PHS operators. So that the TI should be drawn up taking such situation into consideration.

Ad-hoc 5 : SIM(Subscriber Identity Module)
Two specifications "R-SIM"("R"means "Radio" and "SIM"have been discussed. "SIM"is to realize the similar function to the SIM used in the GSM etc. for the PHS as well. "R-SIM"was proposed by DDI POCKET assuming the card type terminal including RF (Radio Frequency) section in addition to the SIM. It's an image of the very small PHS card. As for I/F specifications for "R-SIM" the TI document has almost been prepared already.


     Six Ad-hoc groups from Ad-hoc 6 to 11 were approved to be set up at the previous TWG meeting in Xiamen, China.

Ad-hoc 6 : Cell Planning
A lecture on the above was given by Mr. Kamimura of DDI POCKET on September 16 (Thu.), 2004.

Ad-hoc 7 : Location Service
This Ad-hoc is being chaired by LOCUS Corporation. The location-based service is a standard service in Japan and the specifications are now being examined assuming such service in China.

Ad-hoc 8 : High Speed Data Communication
At present, 128 Kbps data communications service is available in Japan, however, the specifications are to be examined aiming at more higher data speed than 1 Mbps.

Ad-hoc 9 : New Voice Codec
This Ad-hoc is to examine the new voice codec. It's a quite important theme for interoperability.

Ad-hoc 10 : High Power CS/PS
It's difficult for the PHS with micro-cell system to cover a wide rural area so that the above is a quite important theme to do that more effectively.

Ad-hoc 11 : Push-to-Talk
Push-to-Talk is becoming one of the important applications of the mobile telephones


     In order to maintain the PHS's advantage of low price than other systems from now on, further cost down will be necessary so that ARIB(Association of Radio Industries and Businesses ) is making specifications for half-rate and additional modulation system. In addition, above mentioned new voice codec, high power CS/PS, high speed data communications etc. will become significant as well.
     The above each group's activity report was followed by the PHS MoU Group secretariat's explanation on the draft of the "Technical Documents Administration Rules" An application for the technical documents is to be made based on this rule.
  General Meeting (in the morning of September 15 (Wed.))  

     This year is a reelection year for Chairperson and Vice-Chairpersons so that an election for both posts was held preceded the meeting. As a result former Chairperson Mr. Horisaki, and Vice-Chairperson Mr. Wakao and Mr. Endy were all reelected unanimously.      The General Meeting was presided by new Chairperson Mr. Horisaki and first Dr. Jun Xiang of UTStarcom gave an opening speech.
