PHS Subscriber Growth

• PHS subscribers totaled 69.56 million at the end of February 2005.

• Fixed-line operators in December 2004 stripped out inactive users
  who have not paid fees for 3 months) from their totals, which resulted in
  a significant drop in PHS growth.

• PHS subscriber growth has rebounded since January 2005.
  –The bounce in February was mainly driven by seasonal factors around
    the February Chinese New Year.
