Elaboration of PHS Technical Standards


The technology of PHS was developed in Japan and standardized by Japanese standards organizations. The Association of Radio Industries and Businesses (ARIB: formerly RCR) drew up a standard for the PHS Common Air Interface which was published as RCR STD-28. Meanwhile, the Telecommunication Technology Committee (TTC) has formulated standards for the PHS User-Network Interfaces and the Network-Network Interfaces based on ITU-T Recommendations.
In order that PHS be used commonly throughout the world, the Technical Working Group ("Technical WG") which was established in the PHS MoU Group, has been elaborating the PHS MoU Technical Specifications (PHS MoU TSs) based on ITU-T Recommendations, ARIB Standards and TTC Standards. These PHS MoU TSs will give solutions to a wide variety of networks and communications needs throughout the world. Up to now the Technical WG has been mainly targeting the drawing up of Technical Specifications related to Public PHS System and PHS based Wireless Local System ("PHS-WLL System"). The Technical WG has eight sub-WGs and more than a hundred experts are attending these groups from 31 organizations.

Document System of Technical Specifications

The Technical WG draws up Technical Reports (TRs) as well as Technical Specifications (TSs). Technical Specifications are documents which provide specifications. On the other hand, Technical Reports are documents which provide only technical information related to PHS.

Service (SV) series' TSs

The technical WG has already drawn up some TSs shown in the table at the bottom of this page. Among them, Service (SV) series describes the service specifications of basic services and supplementary services such as Calling User Line Identification, Call Forwarding, Barring, DTMF Transmission, Handover, Subaddress, User Scrambling and Roaming Service. In the case of B-SV5.00, it defines the following items for Roaming service:

  • To define basic PHS Roaming services concerning the interwork interface between home and visited networks;
  • To define basic services provided to PHS roamer in a visited network; and
  • To define limitations on supplementary services in the visited network.

Network (NW) series' TSs

B-NW0.00 describes the network models and the network functions of the public PHS network which is based on the Intelligent network (IN) architecture. The Public PHS Network is defined as the network which supports location registration, terminal authentication and service provision for the public personal stations and includes cell stations. The functional and physical architecture of the public PHS network model according to the ITU-T Recommendations relating the IN CS-2, and the interface reference points are described in B-NW1.00.

Interface (IF) series' TSs

At present, IF series mainly describes the interface between Public Cell Station (CS) and ISDN-based PHS Switching Center called IF2 whose concepts, terminology and descriptions are conformed to ITU-T Recommendations and its protocol stack is shown in Fig. 3.


IF2 layer 1 is specified based on ITU-T Recommendation I.430 in B-IF2.04 and G.961 in B-IF2.06. Layer 2 is based on Q.921 in B-IF2.03 and layer 3 is based on Q.932 and Q.931 in B-IF2.01 and B-IF2.02. B-IF2.01 specified in detail the PHS specific functions such as the Handover, Location Registration and Authentication Procedures. B-IF2.02 specifies the procedures for the establishing, maintaining and clearing of network connections in terms of messages exchanged over the D-channel of basic and primary rate interface structures.
IF1, the Air Interface between Personal Station (PS) and CS, complies with RCR STD-28.

PHS-WLL System series' TSs

PHS-WLL System is designed for plain old telephone service (POTS) and ISDN wireless access facilities, which utilizes PHS basic technology and eliminates some mobile functions.
The PHS-WLL System Model consists of WLL Access Controllers (WACs), WLL Cell Stations (WCSs), WLL Personal Stations (WPSs) and WLL Subscriber Units (WSUs). WACs are located between the Service Nodes (SNs) and function to implement concentration, authentication and so on. WIF1 is the interface between TE (Terminal Equipment) and WSU, and its interface is described in C-IF1.XX series. WIF2 is the interface between WSU/WPS and WCS and its interface complies with RCR STD-28. WIF3 is the interface between WAC and SN and its interface is described in C-IF3.XX series. The services, provisioning required in each equipment and call connection procedures are defined in C-SVX.XX and C-NWX.XX series.

Future Schedule of TSs

For Roaming service, the interface specifications of IF3, which is the interface between networks for call control, and IF4, which is the interface between networks for SCP exchange, are now under drafting based on ITU-T Recommendations such as ISUP and INAP of Signaling System No.7. The service and interface specifications of PHS User-to-User Signaling service (PHS-UUS), which is a supplementary service to send/receive a limited amount of information between PHS users, and the interface specifications of Call Forwarding service are under drafting.
