Introduction of TELEC


1 Who Is TELEC

Telecom Engineering Center (TELEC) is established in 1978 from the former Radio Facility Inspection and Accreditation Association. The association is established to carry out examination, experiment and authorization on radio facilities, in hope to optimize the efficiency of radio wave, to establish and maintain the order to use radio frequency, and to make contribution to public welfare.


Currently, its business scope covers opening certificate of applicable technical standard for specified radio facilities, accreditation for engineering design, confirmation for connectibility of PHS, adjustment of measuring instrument, mobile experiment for foreign countries, electromagnetic environment examination, and research and development activities related to measuring technologies.

TELEC has registered itself with the Ministry of Internal Affairs as an authorized organization to issue various certificates related to radio facility examination. It has also designated by the ministry as an authorized organization for measuring instrument calibration.

Besides the headquarter in Shinagawa District, Tokyo, the association also has service centers opened in Osaka, Nagoya, Nagano and Sendai, and experiment center in the city of Matsubo, Chiba Prefecture.



2 What Are Certificate of Applicable Technical Standard for Specified Radio Facilities, and Accreditation for Engineering Design

The certificate and accreditation are granted to prove that the radio equipment transmitting and receiving signals meets the technical standards concerning usage, frequency and antenna power stipulated in Radio Wave Act.

Specifically, the service objects include various radio facilities such as mobile phone, PHS handset, cordless phone, wireless LAN, tele-meter, tele-control and other specified low power electric devices.

By obtaining this certificate or accreditation, procedures to apply for base station license is saved. That is, inspection to newly established base station is unnecessary, and utilization of radio wave becomes simplified.

3 Achievements to Issue Certificate of Applicable Technical Standard

In the year of 2007, the association issued 3105 certificates to 54557 radio facilities. It also accredited 1957 engineering design.

Among them, 10275 PHS base stations and PHS land mobile stations were granted certificates of applicable technical standard, and 32 engineering designs were accredited.
Besides, 11 connectibility tests were carried out for PHS.


4 Future Direction of TELEC

With the diversification and advancement of radio facilities in the field of mobile telecommunication, their functions are improving remarkably. As a result, it is expected that the future business concerning certificate issuance and experiment execution based on Radio Wave Act will expand further.

Besides reinforcing the experiment and accreditation business domestically, the association is also exploring the chance to carry out experiment on mobile phones made for EU market, to execute the status of Conformity Access Body (CAB) based on mutual recognition agreement and to create more convenience for radio equipment makers and other clients.

Meanwhile, the association is keeping pushing forward the research and development on measuring instrument calibration, electromagnetic environment investigation and other measuring technologies.
