Dear Sirs,


At this moment of the coming of year 2008, I sincerely wish all members of PHS MoU Group a prospective future. Also, I am appreciated for all your supports and concern to spread and promote PHS.

I have resigned from the position of vice chairperson of PHS MoU Group in September 2007 on the Chengdu General Meeting for personal reasons. Despite of my short tenure as vice chairperson from April 2005, I have received cordials support from all parties concerning PHS MoU Group. Please allow me to take this opportunity to say you all.

Despite of my own minor contribution to the Group, I did witness various achievements made by PHS technology as one of the choices for wireless access methods. Further more, PHS MoU Group’s activities concerning distribution of PHS technology internationally did contribute to the development and improvement of telecommunication conditions of respective countries. Especially while mobile technology evolved from 2G, 3G to 3.5G in the trend of high-speed broadband telecommunication, today’s PHS technology also managed to keep up the trend, owning to the joint effort of members of PHS MoU Group.

As was known, WILLCOM Inc. has received the authorization to establish special base stations using the 2.5GHz broadband from the minister of internal affairs on December 21, 2007. I also attribute this favorable result to the joint efforts made by all members of PHS MoU members, who contributed to lobby ITU to accept Next-Generation PHS as one of the international BWA standards.

Thank you again for your great contribution and support made from drafting Next-Generation PHS Specification to helping obtain license.

WILLCOM Inc. will certainly make every possible effort toward the earliest possible business development Next-Generation PHS, although we believe that domestic business is only a part of future of Next-Generation PHS. To make it a global success, the carry-out of Next-Generation PHS business aboard is essential. Therefore, I would like to take this opportunity to call for all of your constant participation in enlightening activities to spread and develop Next-Generation PHS, which is an Asia-originated superior telecommunication technology.

Your advice, suggestion and comments are welcomed and treasured as always.

Again, please continue letting us have your support and concern for the future spread and development of PHS. Wish all of you a prosperous year of 2008.
