The Administration Rules set forth the definitions for the technical documents to be issued by the PHS MoU Group and the handling criteria such as administration procedures thereof in order to make the activities of the PHS MoU Group expeditious and transparent, and aim at smooth utilization of the documents. Technical Specification (TS) is defined as the Document which arranges and compiles the specifications relating to PHS other than those for radio interface and which may be revised and/or supplemented in part, but which shall be established and made public once it is fixed as a whole.

There are two different type of Technical Report (TR). One is the report of survey or research provided by any PHS MoU Working Group, and the report is used for a reference. The other is the entry of Technical Specification to receive member's comment widely for finding any possibility to make the particular TR to upgrade to Technical Specification
TR documents are opened to PHS MoU Group members only. Technical Information (TI) is defined as the Document that an organization wishing to make public the technology or know-how relating to PHS proposes and prepares, or the Document that an organization holding the technology or know-how relating to PHS is asked to make public and prepare.
ARIB "RCR STD-28", PHS air interface standard, is standardized and revised by ARIB (Association of Radio Industries and Businesses) and "Technical Reports for PHS Test Items and Conditions" are developed or revised by ARIB.
PIAFS(PHS Internet Access Forum Standard) Protocol is the standard for data transmission procedure that support 32kbps or 64kbps unrestricted PHS digital bearer.

MITF Dial-up Dormant Protocol Specifications provide an interrupt function which, when data transmission has not been done for a predetermined time interval while the communications line is connected or when desired wave environment is not available, shifts wireless communications line to dormant state without disconnecting the dial-up connection.

3. Any action of referring, modification, or reproduction of part or all of RCR STD-28 Ver 5.1 English Edition shall be prohibited without the prior consent in writing by ARIB.
